Becerra and his collective are not the only bodies looking to sue the Commander In Chief over this issue.  The Trump administration is further challenged with lawsuits by the Center for Biological Diversity, Border Network for Human Rights, and the American Civil Liberties Union. What exactly is it that the president is actually doing? He has invoked The National Emergencies Act to get his way.

This act allows him to declare a national emergency and dispense monies from federal lines by declaring that it is absolutely necessary. It is a weapon that Trump in his capacity as the nation’s number one authority can use to exert his authority. In this case, he would be able to tap $2.5 billion of the military narcotics and $3.6 billion from the military construction funding.
